Can I drive a small private boat around Manhattan? (New York: live in, dangerous)

I live in CA and will be going to NY to visit my parents. I'm wondering if it is possible to take their small boat and circle around Manhattan for some sightseeing?
depends on what you consider a small boat, along with the experience of the captain,I suppose. The tides can be very tricky in the East River, and the Hudson is a HUGE river with much traffic. This is not an area to be taken lightly.
yes i have boating experience. i'm mainly concerned about spooking the homeland security people.
What I have in mind is taking a 16' Glasspar runabout boat around Manhattan one circle to sight-see, hugging the shore to stay away from traffic. Can this work?

That sounds like a wonderful trip!! Why don't you contact the New York Port Authority and the Coast Guard and ask them??? They can clue you in to any restrictions, inspect your boat to their satisfaction if necessary, and alert the various security points to your presence or expected presence I would think to assure a smooth and beautiful sightseeing tour.
Yes there are private marinas all in and around NYC. There is one at W76st on the west side. There are many in the Bronx on City Island and Throgs neck, there are many in Queens, one inparticular is the flushing marina by Shea stadium and Laguardia airport. You have Sheeps head bay marina in Brooklyn. These marinas are full of privately own boats that cruise the waters of NYC. Be prepared for enforcement. They will board your boat if they suspect anything including drinking. There are restricted areas that are posted.
Do make sure you familiarize yourself with the section of the East River known as Hellgate, near to the point where Manhattan, Brooklyn and Queens converge. That name is no mere affectation; there are some legitimately dangerous currents in the area.
You've got to time your trip to the tides. Fighting an outgoing tide as you make your way north up the east river in a small 16 footer will not be fun for anybody. However, the same trip on an incoming tide is much easier.
Study a nautical map of the area real well, be aware of the conditions and you should be just fine.
My first time ever driving a boat was on the Hudson, around Manhattan. I now cruise around the city all the time. I haven't found the currents to be too bad in either the Hudson or the East River.
On certain days there is lots of traffic...other days not so much. You definitely have to be extremely alert.
