The Belt Parkway is weird with traffic. I'd say the best time would probably be 10:30am-2:00pm.

Where in Brooklyn to where in Queens?

Often, the city highways are NOT the easiest nor quickest way to get around.

That said, BEFORE rush hour is most often better than AFTER rush hour!

I don't really drive the Belt, so can't say how it is in the early morning. Normally, though, before 8am is smooth sailing on the highways. Most roads do not start to get congested til 8:30am, though the Belt may be different, cause of the SI traffic.

The Belt is very strange considering that it doesn't approach Manhattan and goes through a lot of residential and swampy areas. I've noticed it usually has traffic in the evenings, but it's quite unpredictable.

I think it depends on the borough. In Queens, they usually are great outside of the rush hours.

I live around Coney island.. belt pky probably the best route for me. actually I don't mind traffic, I just think people driving in NYC are so aggressive and I scare of them when they cutting. maybe upstate people are too peaceful.
probably 10:30-2 would be the greatest to avoid most traffic as bigjretrac suggested. at least not rush hours I will see what do you guys mean strange lol.
