Actaually, the urban decay isn't that bad (except in a few sections here and there). There's graffitti all over the place, but there aren't a whole bunch of vacant lots or abandoned buildings or anything. (I'm sure there are some, but not a whole lot).
It's definitely dangerous, but the urban decay there isn't as bad as it could be.

Forest Hills in Queens is easily one of the safest, the neighborhood itself has one of the lowest crime rates in the city, including the projects.

Whatever white percentage you see there is either white hispanics or semi old ghetto folk that decided to never leave the area if there are any... Of the three though, Queensbridge is your safest option... Crime still happens around there (especially drug-dealing) but it's nowhere near the level of crime before... Brownsville and Patterson on the other hand, to this day are a couple of the most dangerous projects in the city because of location and reputation...

queensbridge actually got 2 or 3%, however patterson almost none, but mott haven got quiet more whites than bville and crown heights north.

I remember from the 2000 census that Brownsville had one of the lowest white populations in the whole city [I think it was only 0.4%]. Who knows, maybe the white population in that area got so low it had no choice but to go up.
