Also I like the fact that she said about the spillover of gentrification from trendy parts of Brooklyn which end up in adjacent areas of Bedstuy and Crown Heights but does not directly gentrify the whole area. I have to agree with her on this because some parts of Bedstuy and Crown Heights look very rough, some parts more worse than the South Bronx. Areas like Bedstuy, Bushwick, and Crown Heights act as buffer zones limiting the spread of gentrification which Brownsville and ENY will never see. With her theory I also agree with you Anon on Bushwick. Bushwick probably gets spillover from Williamsburg and Green point but that does not mean the area is gentrifying.

Even today, the poorest people on government programs are DUMPED there. As upper Manhattan and the Bronx have cleaned up (and as Western Brooklyn and Queens have become a lot more expensive), the bad parts of Brooklyn are still the easiest places to get program housing.

Not 100% true. The parts bordering Williamsburg has not gentrified at all, it's just become an extension of the Hassidic Jewish population of South Williamsburg. And while the parts bordering Clinton Hill is in the process of gentrification, Western Bed Stuy can still be rough at times. I never believed that gentrification can take over entire neighborhoods like Bed Stuy, Bushwick, or Crown Heights because for one thing, they are too damn big. Also, gentrification takes a good amount of time. There are still parts of LES/Alphabet City that can be hood and that's been going through gentrification since the 90s.

LES has a lot of housing projects, particularly near the water. That's part of what slows gentrification down. The parts of LES near public transportation or other things already have gentrified.
Gentrification can take over whole neighborhoods, I recall when Hells Kitchen and Chelsea where ghettos. Mind you, they are in Manhattan and close to the city core (Midtown) so it was much easier to gentrify them.
Eastern Bedstuy, the part closer to Brownsville, also has more governmental housing. So not just further away, but its got some bad elements there which is why its considerable worse than Western Bedstuy.
If you follow Nostrand Avenue, that's where you get the Hasidic spill over from the Hasidic part of Williamsburg into Bedsuy. However, south of Broadway on the G train, you get spillover from the hipster part of Williamsburg. Nostrand Avenue on the A train and Bedford/Nostrand on the G train areas get spill over from Clinton Hill.
Brownsville has been bad, still bad, and for a long time will be bad. Sure, it's slightly safer but still remains one of the top 3 worst neighborhoods in the entire NYC. The B in Brownsville is for BAD
Brownsville has been labeled as an impact zone by the NYPD for awhile (which means the area is flooded by cops), but it hasn't transformed the neighborhood into a safe place tho...
Brownsville and East New York are still very rough, what I consider the last frontier of Brooklyn. They have yet (and it may be a while) to see the change that Crown Heights or even East Flatbush and Lefferts have in recent years.
Regarding East Flatbush, while it may be better than it was say 10 years ago, it is by no means changing at any pace. It's still very rough and a lot of activity. Spend some time listening to police scanners and you will know what I mean.
