Default relocation assistanct- thanks in advance

I will be relocating to NYC from Chicago soon. It seems there are lots of people on this site having done the relocation. My question is how did you negotiate with the company offering your job in NYC on the relocation assistance - not only the cost, but also the timing of starting the new job. When is the best time to bring it up - I suppose after the offer is made. I got the job via recruiters and they probably will not negotiate relocation assistance for me since their commissions are usually tied to salary. Should I talk to the Human Resource or immediate supervisor about this directly?
Any info or experience will be greatly appreciated.
