I think it's only thuggish looking black men who looks like he has no destination.

Why would a cab not pick up a well dressed black man or women who would make it obvious they are headed to some type of event.

This is coming from a black man

If I was driving a cab I would not stop for a man who has the thug look whether they are white, black or whatever

But I've heard black men who were wearing suits and ties say that cabs have passed them also in NY.

I wish a news program would do an undercover story on this where they send both black and white men out dressed in various ways to see how often each gets a cab.

It boils down to two words: "Perceived Threat". I'm black, and have, at times, had a problem getting a taxi. Its a reflection of life when you're black in america. Racists don't see blacks as individuals. If they were ever robbed/hurt in some way by a black person, they attribute it to all black people they encounter. They see white individuality with no problem. So, much as I conduct myself as a gentleman(who tips well, I might add), I still get painted with the same brush as other blacks who don't have my sensibilities. Whites and other races coming from an assimilationist POV don't value us enough to take the time to differentiate. Not hard to understand, just sad to witness and painful to experience.

Is that what happens in NYC? That's just hilarious!

Yeah but who creates the "perceived threat"? You seem to suggest that the perceived threat is created by "racists". Here's a question for you. Who commits the most crimes here in NYC?
