What do you think is fair range for tutoring fee for Writing Tutor with background as an Award Winning Journalist with the New York Times, a PR pro and a NBC broadcaster in the Manhattan area? Thank you.

I wouldn't even take the pro bono. I saw an advertisement on a bulletin board in a supermarket for an English tutor offering services. They wanted $15 an hour. By the time I pointed out all the mistakes to my husband I figured the tutor owed ME. LOL
I get that you don't need to be a perfect writer on C-D but in this case, I think properly writing a question helps get the proper response.

I agree! I mean, this isn't English class but the OP is a little ironic.
People hire based on academic backgrounds.
Humanities doctoral students from very strong programs are preferred.
The highest pay is with private school students, perhaps $25 - $50 depending on experience.
I guess everyone missed the post the other day, an outraged BA-level "social worker" who insisted that graduate credentials are not needed to be identified as a social worker.
His/her post, arguing outstanding qualifications at the BA level, was almost unreadable.

I too would guess about $25-50 based one's experience, education and the student's ability to pay for the tutoring session/s.
