Some elite areas would be Brownsville, especially around Livonia Avenue and Rockaway Avenue. A lot of highrises and stores. It's so rich that some call it "Scarsdale in the City". East Flatbush is not quite as rich, but it's still very elite and conservative. Bed-Stuy is also cool, it has some great brownstones.
I dont want to live near people who have a lot in common with Obama.
If you're trying to avoid international heads of state like Obama, probably best to cross the U.N. area of east Midtown off the list.
But not sure why are you trying to avoid international leaders? I guess you are afraid if they talk to you in the elevator, you will sound stupid, and that's probably a good assumption.
Brownsville along Mother Gaston Blvd is easily the most elite section in all of New York City, almost as elite as the cities of Detroit or East St Louis.

There is the presumption that one is "elite" and then there is what you can afford. What is your budget? There are "elite" parts of Manhattan, of Brooklyn, etc, which also lends a factor to your personal preference in type of neighborhood. I guarantee when you ask a realtor where to find an "elite" place to live they will have additional questions to ask you.
