I was just wondering if they normally restrain people like that...first time I ever witnessed something like it.

I don't know these people well at all, have only been living here for about six months and they are NOT friendly.

How would we know what happend to them?

I've on several occassions seen neighbors carried out to an ambulance.

Also saw my downstairs neighbor arrested and handcuffed outside our building as well.

It's a big city. Things happen.

Based on the information you provided, I'd guess he has cancer, recieved his last treatment two weeks ago, is experiencing high white-blood cell counts and needed transportation to his doctor at Bellevue Hospital.

The person is strapped in so they don't fall out as it is motioned through the home including stairs.

Stretchers also have straps.
