I had a problem once with a really annoying noise coming from above me. I used the video (with audio) on my phone to make a one minute video to document the noise inside my apartment, and then uploaded it to Youtube. Youtube allows you to post private videos that only people who are given the link can see.
I then sent the link to the Management office so they would understand what I'm dealing with. In this case the video with audio was very effective. It was much better than just a written complaint.
I don't think making one video and sending someone the link will solve your problem, but it could be an effective way of documenting what you are dealing with in case you ever need that down the road.

I have talked to my next-door neighbor but she has her own problems with the tenants upstairs who just happen to be next door to my problem ones. That being said she does not want to get involved in anything...She has her own reasons.
