most poor people didnt come to NYC with the sole purpose of getting on the system.....especially not the foreign immigrants. unemployment and deindustrialization, as well as single mothers falling on hard times and other dysfunctions is how most ended up on the system. Not many immigrants go on welfare, and the illegal onces are not eligible since you must at least have a green card if not full citizenship.

As long as were in a capitalist society and as long as a small elite and a massive poor/working class are direct byproducts of that system, heck long as humans are evil, or desperate, crime will forever exist.
