So he is saying he's ending the targetting of young men of color and he is ending the quota system.
But he is not ending stop and frisk. The judge said stop and frisk is constitutionally ALLOWED when a crime has occurred, is in the process of occurring or is about to occur.
If some thugs are on the street hanging around a building at 3:00am, that's loitering and they can be stopped and frisked constitutionally. Jump over a turnstile, that's a crime and you can be stopped and frisked. So don't think stop and frisk is going anywhere.
It's a stretch to consider Bratton a "Giuliani staff member" considering that they pretty much hated each other by the time Giuliani fired him, basically for personal reasons that had nothing to do with Bratton's talent at police work.
I'm glad to see Bratton coming back. However, when he worked under Giuliani, Rudy let him do what needed to be done. I don't see that happening under Bla.
