An article in today's Post has intrigued me. Speaks about living in RV's in UWS Manhattan, parked on street. Not exactly what I have in mind but, are there any RV parks in or near NYC that allow year-round living? Commute not an issue as I am newly retired with a moderate pension. Thanks in advance.

If you're willing to make sacrifices and come up with clever solutions; this can definitely work, I'm 26 and I've been dwelling in big cities in an RV for almost 4 years now.
I lived in a small class C RV in NYC for 9 months in 2012 and have been living in Chicago in an RV since then. When I first arrived in the city I spent my first month parking primarily in Manhattan and Brooklyn, but I eventually found that places like Roosevelt Island and Staten Island's north shore (near the ferry) were better suited for urban RV living (less cops, less noise, less tourists gawking at your RV, while still being accessible to transit).
But to answer your question: living in an RV on the street is completely legal in NYC, however, parking your RV in the same place for more than 48 hours continuously is not. You also cannot park your RV inside of a private dwelling, because your RV will fall under local housing ordinances, as these people found out when they tried to make a makeshift RV park in a Brooklyn warehouse:
