I don't think that every single person living in NYC actually choose to live here. But you are right that one needs to deal with whatever weather comes. On the other hand, this is record breaking cold weather (which what we had early this morning) and usually people in NYC aren't worried about hypothermia caused by their face is exposed to cold air which is currently the case.
It was so cold today, that I saw wall street bankers with theirs hands in their pockets.
It's so cold that escaped rikers inmates are turning themselves in.
