I received a jaywalking ticket in Pasadena about 30 years ago (maybe 35...). I had just moved from New York, where the philosophy was you'd better not believe that just because you have the light you can't expect people to stop for you, but if nobody was coming, you're good. I did it in plain sight of a police car without even thinking about it because the intersection was blocked off for construction.
I remember while on holiday in Munich, coming to a intersection and everyone was waiting for the light to change. There were no cars coming in any direction. Everyone waited patiently for the light to change. I really it a kick out of it.

Germans police on each other alot, that is why. it can be annoying sometimes.

I saw that in Seattle. I crossed and thought the locals didn't know how to cross a street.
Jaywalking is both illegal and (mostly) dangerous...
There were some studies that found jaywalking is safer than going through a crosswalk on a green light for many intersections. If you think about it, it makes sense. You only jaywalk when it's clear. But often on green lights, cars making a turn will aggressively cut in front of you. If you drive, you also know that when making a left, you're often focused on the cars coming toward you and if there is a gap drivers often hurry to make the left ignoring pedestrians trying to cross on the green.

I am a Chinese native in Shanghai, the news is also reported by Sina China that bring me the assess to his original page . to be honest, my imporession about USA is getting worse and worse, New York looks being a harsh city ( worse than Los Angeles , the heavens for traveller) as too many criminals there and I am afraid of being robbed, kidnapped ,even shoot in New York ,and this city is the last city I want to go, the cops in New York are out of any respect to peoples looks unlike Americans, if such cops were reported in China, they will be dismissed ,even punished and extremely condenmed by the public,with no doubt, as the disqualified behavor shows no humanitariansim. Cops is the public servant that seving all citizens, helping people out being considerate rather than being impolite.

True, if there's no cars coming it makes sense
Though there are times when the street is empty and you think it's safe to jaywalk when a parked car suddenly starts up and darts out of their space, speeding right toward you (it's like some drivers are aiming for you) And then there's the delivery guys biking the wrong way down the street and can hit you if you don't look both ways.
I don't know why they think ticketing jay walkers is a good deterrent. If you are new to the area or aren't paying attention to the news, it would have zero impact on you. Why don't they put up temporary barricades all along the sidewalk like they do during parades?
Since NYPD can't stop n frisk anymore, might as well beat up some elderly asians. There is no asian Al Sharpton to worry about.
