Why are there "holds" when it comes to NYPL ebooks? Shouldn't they always be available? Is it to manage bandwidth or something?

I spoke to a friend of mine who is a supervising librarian at the Midtown Manhattan branch of NYPL. He told me the library buys a certain amount copies of each e-book (just like physical copies of the books). Each e-book includes a certain amount of downloads before it expires. Therefore there are holds on them just like regular hard copies of books.

Thanks! That makes sense! I think similar to physical books, the ebook is "checked out" and then returned so that it doesn't expire on the site.
