I just spent a few days in NYC riding bikes around all Manhattan, Queens, and Brooklyn. I had no problem figuring out places to go when I had to. Toys R Us in Times Square was the only place where I got close to the danger zone because I foolishly expected a bathroom on each floor and my timing was off.
There are actually almost enough bathrooms, if you keep your eyes open.
For department stores, no need to ask, of course. It would be a cold day in hell before I'd purchase something just to use a bathroom.
By the way, if you're a local journalist, I'd be more interested in the infuriating disappearance of pay phones.
Who needs a pay phone nowadays? I imagine that there must be some fathomable emergency that you would need to use one in case your cell phone died on you - but how many times in your life is that going to happen

It's definitely possible. I have a pay-per-minute plan on my phone, and there were a few times when I forgot to top up, and needed to make a call.
