Ya but the Feds have to take the lead and pay for about 90% or nothing happens.Cities don't on their own take it upon themselves to rebuild interstate highways which is what the OP was asking for.
I read somewhere recently that there is a group of Republican congressman working on a plan to institute tolls on all interstate highways and bridges in order to pay for all necessary maintenance and repairs.This would be instead of raising the federal tax on gasoline , which is how it has been done in the past.The reason all of the interstates are crumbling is because congress refuses to raise the tax to the level required .This would be a way of raising the money while saying they didn't vote to increase a tax.It's probably not a bad idea except for the horrendous traffic it will create at toll points,even if it's all done electronically with tags.
