De Blasio has his heart and mind on the right place and I hate to be pessimistic about this, BUT, emulating a society that's far more advanced than us, is not something that can be accomplished in 1 or 2 mayoral terms.
For a start, maybe having PROFESSIONAL taxi cab drivers may help, not sleep deprived fresh off the boat immigrants who speak no English and never heard of showering. Some of them come from countries that have no traffic lights I imagine.

Can't work in the US, because in any EU country there is labor laws that gives job security so their workers don't have to rush to get to work as workplaces in EU embrace working different shifts and telecommuting. In NYC, there's no job security people have the mentality of rushing to go to work and even just to get coffee so nobody cares about safety. It will never work here because of the difference in demographics and way of life.
Well Im glad to see DeBlasio is finally making the police enforce all traffic laws. For too many years the hags from MADD made drunk driving enforcement so politically charged that the police would ignore speeding and hazardous driving to nail the 75 year old whose blood alcohol was .000001 above the legal limit but who was driving safely.
Not sure why Queens blvd gets such a bad rap. I know why, I have many friends that have been struck by cars on it (one fatality). But looking at the map, the whole borough of Brooklyn looks like a mess. Even the more quite sections of Brooklyn have a lot of incidents.
When it comes down to how society as whole cares for the most vulnerable amongst them, Sweden and the U.S are worlds apart. It's not even a fair comparison.
And attitudes here are not evolving fast enough.
The only thing that can save us, once again, is that good ol'e American thirst for innovation.
