Baltimore is a very underrated city IMO. Peolpe see TV shows like The Wire and Homicide Life On The Streets and think the whole city is one huge slum. It's not. Some lovely neighborhoods there and Baltimore has lots of interesting things to do and see. My only caveat would be for families because the city schools are still horrible. But for singles and DINKs it's definitely a place to consider.
It's a very underinvested city. Unfortunately it never reclaimed its advantage of having an excellent natural harbor, which could have made it a great trading center for the 21st century.

Is there any or no community reinvesting from the big companies and/or sport franchises?
I've been to Baltimore twice. The first time we drove through the hood - Druid Hill Avenue and it reminded me of Harlem. Second time I went to the Inner Harbor and I like it a lot.

Public transit is also pretty sucky from what I understand.
