Insane or not that appears what Obama plans on doing. As with his recent EO regarding anti-discrimination against gays by federal contractors the hold up appears to be in drafting a thing that will survive court challenges. A way also must be found to not give false hope in that whatever the EO does cannot be undone by the next administration and or Congress. Democrats and Obama are hoping that doing immigration reform via the EO pen will generate enough positive results in 2014 and 2016 to elect a Democratic Congress (especially the House) and put another in the WH in two years.

I have seen plenty of crappy people work in a number of crappy jobs in NYC, regardless of race.

Not all employment in NYC is in the corporate sector. A lot of smaller businesses are out there and are somewhat shady operators (fronts for organized crime).

And I've seen some pretty grungy guys work in shipping, back of the house in the restaurant (assistant cooks, dishwashers, etc), construction, and a host of other manual labor type jobs. This is true of all races and citizenship statuses as well.

If you're talking about why underclass people (and this is not limited to Black people) have high rates of unemployment, there's issues such as crime, addiction, and broken families.

unemployed but actually employed. they get fed and pay to do nothing. welfare, free healthcare, foodstamps, and cheap housing. They are motivated by the incentives offered to them. all benefits will be lost if they work a minimum wage job. which means they will have to pay high rent and food out of their own pocket.

the numbers speak for themselves. The handful of jobs who just hire anyone are few and far between .even as the economy gets better and more and more jobs open up i would bet most of those who are being rejected now will still be bypassed and unemployed.

While this is true in all races it is a huge issue in the black community in ny as those number show.

A certain type of person is never going to leave what they are familiar with. In short, some poor Blacks won't deal with people who aren't poor Blacks.

So that means of course someone with that frame of mind is going to stay poor, as I have never been hired by someone poorer than me. You have a lot of close minded people in poor neighborhoods that will never TRY to do anything better. And though there are certain failed policies from the liberals and the conservatives, if these people aren't going to make the effort to do anything to fix the situation then they are a part of the problem.

Thanks for pointing that out, Henna. It's dishonest for people to present old data as somehow permanent.

Just last year the new york times compiled data which shows that while the number of jobs in nyc were just about back to prerecession levels 50% of working age blacks not in school were unemployed.
