If in fact that bike had no brakes it seems more than a little ridiculous to be riding it in NYC.
Brace for it bicyclists. This incident will bring NYPD down on you for red light running, not riding with the flow of traffic and all the other stupid things you do. It will be done in the name of de Blasio's Vision Zero which just took a well publicized hit along with that unfortunate woman.
No amount of law enforcement is going to fix your inattentiveness. You can't continue to lallygag across streets with motor vehicles, bikers, and runners just because you have "right of way."
The pedestrians has the advantage of physics because its much easier to stop from a speed at 2.5 mph then it is to stop at 25 mph. Expecting every cyclist to come to a screeching halt to every breathing body crossing the street is ludicrous. You can't control other people, but you can control yourself.

This woman was *NOT* walking across but waiting to do so when she was struck. If you see the pool of blood and where the bike landed that is made even clearer.
Again just a month ago a man jogging in the lane he was *SUPPOSED* to be in was hit by a teenager on a bike and subsequently expired a few days later.
Whenever anyone is operating any sort of wheeled vehicle or is on such at high rates of speed that when forced to take evasive action they loose control.
Many bikers and bladers treat the loop/drives of CP as if they are one open roadway for themselves alone. This mentality has actually gotten worse with the push to remove vehicles from most of the Park. At least before when motor traffic was allowed during the day (think it ended at 7PM, cannot remember) it forced bikers and bladers to remain in their own lanes.

You write, "You can't control other people, but you can control yourself," but the known facts indicate this man on a bike did not control himself. The Daily News reported that witnesses told the NYPD that the bicyclist shouted at the woman to get out of the way but that she apparently didn't hear him. If he could do that, shout at her, could he not have also took some evasive action? Maybe if he were only going 25 MPH he might have come to that screeching halt, the bike has brakes, that you write is ludicrous to endure for a breathing body. But, as an earlier poster pointed out, the GPS on the bike clocks him at around an illegal 35MPH which made any attempt at a screeching halt dangerous for the breathing body of the bicyclist. He had time to shout and also time to make the heroic decision, better her than me.
As tragic as this is, there should be just as much concern when vehicles hit and kill pedestrians/bikers. Nearly 200 people were killed by cars in this city last year alone, where were the threads condemning callous hit and run drivers?
