"passing the skills tests had only been required of the two most recent classes ... not for any of the 15 years before."
Frankly, if passing the test is so important, then every firefighter should have to pass it, annually.
Tell me what physical the tub of lard on the left had to pass, before throwing away his 19-year career for assaulting the mailman on the right:

Doesn't sound like you know much about the types or tiers of employees at FDNY

I'm not sure either one could do it. But, he was actually on the FDNY, so he should be able to do so, or get fired. From his girth, looks like he couldn't lift anything heavier than a sub sandwich.
