Prior to WW II countries sought and received independence when they were "ready." This generally meant a self-sustaining economy and some degree of political coherence. Canada was given responsible government, in stages, starting, if I recall correctly, in the late 1830's. Canada achieved dominion status in 1867. Australia received dominion status in 1887, if I recall correctly. Britain was not providing either aid.

Fast forward to independence after WW II. With a few exceptions such as Israel, almost every country has been a basket case. Only India has partially emerged from that status. The people in the countries may not enjoy dependence on U.N. aid. Their leaders sure do. And the taxpayers in the Western democracies enjoy being played for suckers.

They willingly pay even more when the humanitarian disaster of the day hits. Where do you think the "We Are the World" aid went? Do you really believe it went to starving Ethiopians? You have to be kidding.

What would the point of them having rearranged things post independence?

His point was the very concept of "Africa" was a creation of the colonialists. However, there's no way to go back and put things the were pre colonialism, nor would any sane person want to do so. You can only move forward.

Canada and Australia were basically just British settlers who made a new government for themselves, elsewhere.

You cannot compare them to countries like Nigeria (blown apart by religious and ethnic strife to this day) that were made up of collections of religious and linguistic groups that never cared for each other. If these government get Western aid it is not done out of the goodness of anyone's heart. It has more to do with the resources that these countries export to the West, including oil.

According to wikipedia his mother is African American and his father is Puerto Rican.

So if Obama is Black certainly so is Rangel. I don't know what Rangel's father looked like but many Puerto Ricans are Black or mixed race.

I said this because people such as yourself like to correlate Black elected officials with Blacks as if they agree with everything they do. For instance, Charles Rangel should have never been discussed in this thread at the outset because this thread is not about him. People like yourself "make it about everything else" except the subject at hand.

You're from Staten Island and it's all many of you do.
