A friend of mine is a landlord of a two family private house in New York City. He posted a camera in the hallway that is fixed on his tenants door. The reason is that the tenant accused him of entering his apartment when he is not there. My friend is hoping this camera will provide proof if accused again because the camera provides a date/time stamp. Is it legal to have this camera?

In public areas (which would include hallways) yes. An exception might be if it's seen as harassment of a particular tenant (which it could in this case.)
