Some of the changes Bloomberg made in the city are permanent. He rezoned industrial neighborhoods for high end commercial and residential neighborhoods.
Many apartments that were available for welfare clients have been converting into housing for wealthier people. So even with an increase in welfare payments you have far fewer landlords willing to take government programs.
The city would have to build new low income housing, which will take time. And we know this housing won't be in Manhattan or any part of Brooklyn and Queens within a 30 minute commute to Midtown.

Bloomberg was a competent mayor and did a lot of good for the city, but one thing he neglected was the homeless population and the problem of income inequality. They simply weren't priorities for many years.
No one can turn that around in a year. You've got unrealistic expectations here. I'd say after year 3 if there isn't a significant decline in homelessness then yeah--DeBlasio isn't helping either. As for income inequality, I'm not sure anyone can realistically tackle that at the local level alone. It's become part of our national structure to keep the majority of the population at low income levels so that they can most profitably be exploited.

Look at the two horrible consecutive winter weathers we have had in NYC since deblasio took the office.

If the homeless and the poor gets pushed out of NYC, income inequalities will look better as the middle class becomes the bottom followed by upper middle class becoming the middle, then wealthy.
