Most, if not all, walkups have a locked door at the bottom, and you either have a key or are buzzed in. Elevator buildlings without a doorman aren't any safer than a walkup.

Quick question, what is the weather usually like in April? Is it pretty rainy or is it farily sunny?

Oh I almost forgot about google. I guess there's no point in even having sites like this then.

Take a look in the NY Times real estate section for an idea on current rents. They might be slightly lower, but not much.

Hi, walk-ups are safe depending on which neighborhood you live. I think it would be really hard to get a doorman apt in midtown east under $2,000. But you can get elevator pre-war buildings. You would have to live very conservative (meaning, no designer closes at 5th ave, but you could get discount ones at the outlets and some discount stores) to be able to live with your salary. Remember that Manhattan has extra taxes so you should take that into consideration.
You will definitely not have the lifestyle you do in Toronto. Apts in NY are very small and the city itself is very expensive (especially drinks at bars).
As per restaurants, you will find great restaurants for reasonable price, but there are also very fancy ones and very expensive, but I am not sure if they are worth given your salary.
The midtown west side would probably be cheaper to live and you could take a 10min ride subway to work. But have in mind the monthly pass for subway is $81 (as many rides as you want in a month) and it is going up.

But as long as we're mentioning place - I'm a 21 year old college student...I'm looking at NYU, Parsons, and Columbia dorms.

Hi there, there are many graduate students in the city that are in furnished apartments (not dorms). You could look at those since a lot of people also go somewhere else for their summer internships. Look at Craigslist sublet options. Also, I am sure Facebook will probably have some sort of sublet community you could join and get more info.
The Fashion district (if I am not wrong) is somewhere close to Chelsea, which is west side and low 20s.

No. It is hard to get anything with a doorman for less than $3000. And that'd be a SMALL 1 bedroom or large studio. Most pre-war, doorman buildings are either cooperatives or, rarely, condominiums.
Midtown west is not going to be cheaper. It's up and coming right now, and is definitely not cheaper.
