Default Bringing Life and Culture to East New York?

I moved to East New York after being in New Mexico for two years. Originally, my plan was to save my money and get the hell out of here as soon as possible. Contrary to some of what I've been reading on these boards, its not a dangerous place- it's just uncared for.

Every house is built in a different style, there's no community or culture and I have to leave this neighborhood to buy food. The politicians in east new york are brazenly corrupt (they get caught taking bribes from developers and still run for re-election and WIN!!! They win!!!! because noone even knows ) and there seems to be an old-boy network that if you are not a part of, you will not be served. There is no accountability. Noone knows why the community board keeps approving all th new construction, for eaxmple and I dont know where the money that's being earmarked for the neighborhood culture is going. It just seems anachronistic that in this day and time, a place like this could exist...

So- how can I bring change to this community? Is it a lost cause? I am not one who believes that someone else will do it, I try to be proactive but I don't know if the problem is simply too big...
