Which agencies pull off list? Does this mean you get to bypass hiring pools and interviews?
In a promo list, employees are given the new title from their current agency. Each agency has their own list of those who are on the eligible PAA list. You will remain with your current agency in the new title. It's automatic, no interviews or pools to go to
No that's not true! If it was it would not have six years to exhaust the promotional list that just was finished!lol
That's how the process works, never said it happens right away. Everything is a slow process when it comes to civil service. I have an approved Dp72 title change that is taking 2 months now and no one can give me an answer to how much longer.

Every agency is different....some are slower than others. Appointments may hinge on the budget department as well. But the process I described is how the promo list is processed. Agencies hire their own employees who pass the promo tests
Everyone I knew that got promoted from an es had to go to a hiring pool. And if they didn't get picked they remained in their title and at their job until they finally got picked at the hiring pool. So yes you have to interview and get picked .. it's not automatic
