Weeding my little patch of fenced backyard today, I was grossed out having to remove 3 open jars of vaseline, several used condoms, liquor bottles, and parts of needles. I kept myself safe. All that happened over the winter; I know because I cleaned same yard last autumn.

All these were thrown over our fence from neighboring backyard, which is an awful dumping ground (treebranch piles = potential rat traps; discarded furniture; etc.). My guess is the cheap highrise apartment complex behind us both looks at their backyard as safe space to do, whatever.. since it's already a dumpground. Or possibly it's our neighbors.

When the highrise residents look across an alley into our backyard, they'll often see our 100 pound half-Akita so no people climb into our backyard. Woof, good boy. We're just getting the litter described, thrown over the fence between us and next-door-backyard.

Our next-door neighbor tenants tell us they want to clear out all the mess (branches, furniture), and take off rent from the LL. I don't want to take away their chance to turn a buck, but it's been a year now.

I'm tempted to contact their LL myself; we have his phone #. We own our property.

What to say? Give him a deadline? Tell him we'll report him if nothing happens? Tenants say they've asked him to address it since forever.

1. install motion sensor lighting system in back/front of the house
2. install camera surveillance system in back/front of the house
3. speak with landlord on clean up
4. If landlord doesn't clean up, file a complaint to 311.

Don't know why, but it's the 3 jars of Vaseline that disturbs me most...

I would rather find 3,4, jars of Vaseline, then a dead body besides we all know what the Vaseline was used for. 🚯

Why call him at all ? File a 311 health and safety complaint and say there is a rat infestation because of the garbage/trash pile up. They will inspect within a week,issue multiple tickets with fines and come back again a few weeks later to make sure it is cleaned up. If not,they will issue more fines. I have done this 3 or 4 times around my neighborhood and it always works. Whoever owns the property will get the tickets whether it's their trash or not.

You have to say there is a rat infestation whether there is one or not to get fast action.

Really good advice.
And it's not quite lying - rat infestations are inevitable with such conditions. They are harder to eradicate in a backyard than they are to prevent.

Great advice, bluedog2 and others. Thank you.

I can fuss about rats because there's construction/interior renovation of a huge vacant building about to occur on our block, and rat extermination treatments already occurred inside that building as part of their building permit. So I have a great case that my neighbors' backyard is a rat habitat, just waiting for occupants.

But I'll just say I saw some already.

Can I report it anonymously to 311 and still be effective?
