I know there aren't many black areas that are safe, but there are some here in NYC, and quite a few are transitioning areas with upper class professionals moving in.

Not a sufficient understanding of racism.

That poster probably means that a "black-named" area may indicate a lesser integration into a greater whole, however that might be understood, something with which not everyone may be comfortable. Including other black people - thus the part at the end.
