Just a few things to know. Brooklyn is a boro. Even in comparison to Manhattan it's a boro. There are no outer boros. Yes we do know it is boroughs but we abbreviate. It was always known as the "The City or Manhattan and the boros".
If they were outer boros they would not be in the city of NY. Outer boro is a transplant term. You can also call an area by the neighborhood.
Next thing is no NYC landlord will sue you for breaking a lease. If anything they love it, because the percentage rate for a vacancy is a lot more than the increase for a renewal on a lease. Also if they "renovate" a kitchen or a bathroom the increase is even more.
The apartment will stay an RS apt until the rent increases over the years higher than RS rent limits.
The landlord is not concerned because it would take many years for this particular apt to increase to this level so the LL probably is satisfied with the current rent and that he/she has a responsible tenant in the unit.
If a person is living in an RS unit they should sign the lease at renewal time. Don't be concerned about moving and breaking a lease. In NYC they don't care, really they don't.
