Not everything works just with more manpower... anyway the best is to forget about it and when it's finally ready to open, you're just happily surprised.
The second sentence. Yes it will open when it opens and there is no point being anxious about it. All public projects whether subway lines, airports, new stations, or big buildings like the new WTC take a while to get done. But when they are open they are open.
as soon as this line is ready to go, rents will skyrocket on 1st ave. and the like. right now it's a hike to the train especially in winter. landlords are salivatin'

They're always over budget and late because the organization is too corrupt and inefficient.
The money that the MTA squanders year after year could be better spent by the city other projects.
I guarantee that when it opens, some huge **** up will be revealed within the first few years that will force the MTA to pour even more money into the project.

All government projects in NYC and in other cities and states are like this.
They all have delays. That is the nature of public projects. It has been this way for decades and it will not change.
You can hate it all you want to, you have no power to change it.
If it can take them two years to complete an elevator at Forest Hills station, I'm sure they are fully capable of being behind schedule for the 2nd Ave subway.
Lotta union tradesmen buying boats and Myrtle Beach condos. (I know this vexes the OP).
