What borough is this? I had the same problem for almost a year back when I lived in the Bronx. My Super kept warning him but the landlord wouldn't act. My Super and his "friends" took it into their own hands then threatened to sue the landlord on behalf of the tenants. Everything worked out when the landlord gave us a months rent free, changed the locks and installed security cams. Never had the problem again. Good luck to you buddy.

I had a friend living on the LES with a similar problem. Big rent stabilized building. That alone did not force her to move out, but when she got bedbugs from the bugs entering from another apartment, and learned that several other units were infested, she decided to move out as she saw the writing on the wall.

Are you the only tenant complaining about this guy? If not organize they tenants to hold s rent strike, until the LL gets rid of the bum.
