Hollis, St. Albans, Springfield Gardens, and many other areas that are predominantly suburban with a significant middle class and working class population. Not much has changed in the last 10 years it seems and many commercial strips just seem to be...lacking. One has to almost always go to some other part of the county for amenities one can find easily in certain other neighborhoods. Jamaica has some of this stuff because of the fact that's it's a transportation hub but even that neighborhood doesn't seem to have too much going for it, although that may be slowly changing. Public transportation is an obvious limiting factor but what could be the others?
A good reason may be lack of space for new retail. People in car-dependent areas want the Costco's, Targets, Starbucks, Home Depots and BJ's to shop at more so than small strip malls. The above mentioned establishments all require large parking lots and acres of property. Mom and Pops can no longer compete, and the small shops in strip malls remain vacant or they house 99 cent stores.
Corporations also do their research, and they probably know that SE Queens residents shop heavily on LI, so there is no need for them to jump through hoops to break into these markets.
