All people have a lot of potential.

Whether this "translates" in a given culture is another story. And often not a positive one.

Which is a great reason to dis-incentivize remaining in NYC so these types of people can find a place where they can belong and prosper.

In many parts of Europe those "on the dole" are forced to do community service in lieu of benefit payments. Sounds like a perfectly good idea to me.

Workfare was an excellent thing for NYC but apparently de Boob has watered down or simply removed it as a requirement for benefits.

All they have to do is act in their rational self interest. If it's clear you cannot prosper in a place you might search for a place where you can.

But these people don't have the same motivation and drive as we do. If their basic needs are met to some extent, they will stay here. It is no different than feeding animals around your neighborhood. Anyone who says it is, is allowing emotions to cloud their reason.

I'm reading Ayn Rand and she would say the same thing.

But a good number of those people won't have their needs met. Obama and the Republican Congress agreed to certain 10% annual budget cuts. Meanwhile gentrification is going so deep that even Jamaica, Queens and ENY are now pushed as the next neighborhoods. A whole lot of ghetto is being displaced as we type.

Oh and the "counsel" the City Council wants to give tenants is BS, judges will evict ANYONE who can't PAY!
