It will never happen. It is cheaper to build a dam than allow NYC to go underwater.

If people pass over NYC it will be become of a lack of affordability and/or opportunity. Permanent flooding will not be an issue for at least a hundred years.

I think in a few decades Detroit may emerge as a great city again.

I say LA, Portland or Seattle. They're all already boner cities but I think it will grow as soon as ours sinks.
