Wait so because of tenant negligence and fire, landlord must pay for hotel and relocation?

The illegality of the apartment has to do with LL ability to collect rent.

Can a landlord legally keep a tenant in an illegal apartment?

I'm sure the OP came on here looking for as many options as possible to prevent an immediate removal of him an his pregnant wife! However, there is a real possibility that there may be no options, but to move! Those options, and questions, should be answered by an attorney, rather than this board......!
