Those of us who oppose some of these mandates don't actually oppose the outcome (better maternity leave, etc.). What we do question is whether the mandate itself is beneficial. I'm all for companies offering more generous benefits and perks to recruit and retain top talent. What I am less enthusiastic about is it being mandated by the government.
A lot of the larger companies have deep pockets and economies of scale so they can absorb the increased cost of regulations much better than their smaller competitors. Remember, big business is often in bed with big government as big government can put big businesses' competitors out of business, or make it harder for smaller competitors to grow or form in the first place. This benefit (of reduced competition from small competitors) can outweigh the increased regulatory burden.
In this case, you also have to consider those who are hired by big companies with excellent benefits are usually more financially secured, while those who work for small business tend to have fewer benefits and also less financially secured. And the latter are what this paid leave policy meant to protect, this is called fundamental human right.
A great country has to come from a strong root, that means the people. However, if people are shortsighted about the value of a stable family environment, it will cause the entire society more problems in the end.
This is good i don't see what the problem is. Unpaid maternity leave is very common in the workforce which results in pregnant women on unemployment or disability to collect some kind of income. This is a win for women in NYC.

Higher regulations and higher taxes lead to more unemployment. How does higher unemployment benefit society?
You have to look at this from the bigger picture; Cuomo is attempting to cement his progressive/liberal/democratic chops for a future WH run, likely in 2020. He can add pushing through the minimum wage increase and paid family leave to SSM and a few other things to his C.V. Oddly it was getting through gay marriage that at the time was suppose to have made him a top contender for the 2016 race, but instead the party has "ABC" (Anyone But Cuomo).
We haven't heard the last of AC on his recent accomplishments; the man is heavily pushing to be the keynote speaker at the democratic convention, and as we all know just like his father AC loves the sound of his own voice.....

Why not take a look into the history of women education and women workforce and we can discuss this more? Most women in our parents (this part of statement may or may not be correct because I have no clue how old you are) and our grandparents' generation are not bread winner and majority of them are stay home moms. Single income, back that time, usually is enough to support the entire family. And now we are in 2016, everything changes and the policy needs to be updated as well.
