Why would someone try something for 20 years that doesn't work????
Some people play lotto for long periods of time and or their whole lives and never hit "the number"... But as they say; "you have to be in it to win it"....
Bottom line this scheme is just that, a lottery. So thus by definition an element of chance is involved. Some people are acting as if these affordable housing lotteries are like NYCHA or some of the other give away housing NYC provides. That is just not true.
Quite honestly NYC under current mayor and city council have bent over backwards to force developers into really rather lenient policy regarding these affordable schemes. Even the homeless get their taste.
And there’s continuing community opposition spear headed by Margaret Chin and Manhattan BP Gale Brewer to derail projects that will bring hundreds of new affordable apartments in the Two Bridges area of Lower Manhattan:
Quite honestly back in the day (twenty years ago), when most of these affordable lottery units were in suspect or out of the way areas demand wasn't so great. That plus the process was slow and cumbersome (you had to find ads in printed news media, mail SASE, etc...), that many didn't bother. Know someone who entered something like five lotteries for new buildings in Harlem, and *WON* each time. Always then deciding to decline.
Now the picture is rather different. Units are in high end buildings that are in highly desirable areas. Plus you have an easier and streamlined process, coupled with everyone and their mother once again wanting to live in NYC.
City also throws a spanner into works by forcing developers to carve out various quotas (community resident, formerly homeless in same area, etc...) that often means if a developer cannot find someone locally that qualifies, unit sits empty because of the local restrictions in place.
It's free to apply, so I don't know why people get bummed out. Literally, you click a button and login to 'signature' your application. If it's that much of a 'need' and you can't afford where you live, move somewhere cheaper already. Emotion is trumping over logic.

Seriously, it’s not that big of a deal.
You shouldn’t depend on this, it’s a lottery. Almost as silly as losing hope in the real lottery. Just apply and if you get picked, great. If not, whatever. It’s not the end of the world.
It strings people along to believe that success in life is based on luck and not through hard work.
You should not depend on any lottery for anything. Apply but move on with other options in the meantime
