i am currently living in a low income/lottery apt but i am unhappy with the management, location, and just overall location. i live rite below an above ground/outdoor train stop and my sleep is interrupted all through the night due to the loudness of the stopping and passing trains, as i am a very light sleeper. can i still apply to other low income developments that are being built or that have available apts?

Because asking for a transfer from a lottery building is not allowed. You must be thinking of a New York City Housing Authority, aka The Projects.
