It's an old railroad yard that they were proposing to build some schools on, but some community organizations objected.

There is apparently a site management plan, but a parent from one of those said organizations thought it was incomprehensible. They want the city to retain an independent auditor to examine it. I'm an environmental chemist, I have been for years. I'd be glad to help. Once one gets past the boilerplate, jargon, and Corp-speak, it should be possible for an ordinary person to understand. It is really not that hard.

If an independent auditor is retained, is there any guarantee that the report they generate will be any more understandable? Better to educate oneself to understand as much as possible first.

Often, ordinary people are stampeded with a lot of "toxic paranoia" when there is little to fear. A good example is PAH's in artificial turf. Those compounds aren't soluble in water. Unless you are going to smoke the damn stuff, I see little cause for concern.
