I have a question about a small section of Bronx north of Pelham Bay Park... only 35 houses large, it is a part of New York City but because of a 1948 agreement the kids go to Pelham schools since the New York City school buses would cost too much to send there

Are these students permitted to enter magnet schools in New York City (say Bronx High School for Science, Stuyvesant, LaGuardia, FAME, etc) instead of going to Pelham schools, or are they banned from NYC schools and required to go to Pelham schools?
And if a student misbehaves in the Pelham school system, do they have the right to dismiss the student (so he/she must go to the NYC school system) or are they unable to expel except for handbook reasons (say things that would get a person living in Pelham expelled as well), and then would they be required to take the child back if the expulsion period is over?
