Exactly. Those on SSI, only have to spend 1/3rd of their income on rent if they have a Section 8 or some other government program voucher. So the 2/3rds income that they have of course isn't all going to be spent on food. They get food stamps, and on top of that can go eat at soup kitchens.

So they definitely have disposable income, and that isn't counting those who work on and off the books. People on SSI/Disability are allowed to work PART TIME and make up to $1000 a MONTH. I'm speaking off people ON the books.

Of course off the books you can make whatever, since it's off the books. A lot of ****ty bar jobs are mostly off the books where the bartenders are just paid the minimum wage and they keep the cash tips, and if they do report them, they underreport them (and many don't report them at all). Of course there's prostitutes, drug dealers, off the book labor jobs (like moving), etc.

You can be on SSI and get food stamps?.. A lot of places don't allow that...

they pay for them with food stamps.

there was also an investigation done in the past that showed food stamp cards being used at casinos

NYC smoking rate is very low - only about 13%. And its generally predominant in low-income areas - so other than the concentrated addicts outside office buildings you don't generally see much smoking elsewhere.
