What's your problem? Did you you wake up on the wrong side of bed after a rough night of anal? The best plan for the op is to arrive at LGA way ahead of time. As for traffic? It's unavoidable when getting to the terminal. Waiting on the grand central expressway is no fun when everyone is trying to get to the airport. To bad their is no direct rail link from LGA to the NYCT and LIRR.

An easy way to get your answer is to watch the Q70 bus route live. The buses have GPS so you can see how long they take to get from the subway station (either 61st St. on the 7 train or 74th/Broadway on the 7/R/M/E/F train) to the LGA terminal.
There may be a better app than this one, but this will give you a general idea.
LGA will be a mess until 2020. At least. Avoid if you can.
I just drove by this morning and traffic was a mile long
I made our flight plans quite a while ago - and hadn't heard of the construction mess back then. If we plan another trip to New York in the future - I'll be sure to check on the construction before booking a flight. Robyn
I've only flown out of LGA once, leaving isn't bad but arriving there sucks. If somebody's picking you up curbside, the traffic is horrible. And I hate picking people up that are coming in to LGA. I live pretty close to JFK anyway so LGA is almost never in the conversation for me.

Have them meet you/pick you up at arrivals. Less traffic.

Well as the airport gets rebuilt they are going to build an Airtrain to link to Willets Point on the 7 train and LIRR.
