I wondering is it possible to find an IT , Website job in New York if not English speaking well. although the guy has experience for years in that realm ?

I can barely understand what you say but if you mean getting an IT job without speaking english all I can say is that you are out of the game.

come to SF Bay, there at least 60 -80% of people working in IT who are foreign born
(mostly Indians and Chinese)

don't know if it good or bad for US..

and 90% of requiters are indians
