There was a design competition and Daniel Libeskind's entry won. Although Libeskind was ultimately replaced due to political infighting between the PA, Silverstein and Pataki, his master plan vision of the site was retained.

The current site, with the memorial surrounded by 5 towers (including a performance art facility, a museum and the PATH station) with gradually increasing height culminating in One World Trade were from Libeskind's master plan. (The actual memorial itself with the waterfalls were designed by Michael Arad).

Each of these aforementioned structures were then handed off to separate world renowned architects to design. Because of his inability to get financing and the courts not ruling in his favor over the lawsuits he filed against the insurance companies, Silverstein wasn't able to build the towers (to his credit, he did put up tower 7 fairly early). Due to public's impatience with the impasse, Bloomberg and Pataki pressured the PA to step in and help out.

They worked out a deal, in which Silverstein would build towers 2, 3 and 4 while the PA would build 1 and 5. Every tower is up except 2 (awaiting a large tenant), 3 (currently under construction), and 5 (on the back burner until 2 is done).
