The developer/managing agent does it first, and HPD looks at the file--if the file looks in order and the managing has done everything, HPD approves it, or might raise more questions if the managing agent has not been thorough or missed a step. If a lot of time has gone by between the managing agent's checking and HPD's receipt of the file, HPD might ask for updated documents. That's why the managing agents are so painstakingly thorough--they want the file in perfect order before sending it to HPD (it makes them look good and in compliance). The agents can drive you nuts, but they're doing it so that HPD doesn't have to do this--unless something has been missed.

Yes like if your you live in the community also if you work for the city a municipal employee you have preference, if you live in nycha you have preference there are different things that makes your application have preference over other... you will hear that a lot.
No nothing still waiting is in HDC for approval. Normally I will call on a weekly basis so I'll wait till next Friday to see if they contact me. I've been going crazy so I don't know if I should wait until they call me or email me. We will see I'll keep you updated.
