I doubt you can find out who called it in. Better to focus on dealing with the complaint.
Unless the tenant is ignorant or it's the tenant who actually filed those complaints it's useless. Case in point I was looking up DOB violation records for my house and was checking a neighbor's house who I know is illegally renting out their basement and found multiple complaints from 25 years ago. All were dismissed because the inspector couldn't gain entry.

The "tenant" is a family member and the "apartment" has never actually been rented in this case. But yeah, based on that it sounds like OP can just deny entry and wait for it to go away. Hopefully.

So in other words anyone can put in a complaint about anything they feel like, whenever they feel like, true or false and no one can be held accountable for false complaints. What's to stop someone from abusing this system? Yeah, I'm pist. However I know who called it in. I appreciate the help.

Complaints don't matter, if inspectors don't find evidence of a serious problem.
No one get sentenced or even find just because of a complaint. Now if sufficient evidence backs up the complaint, that's a different matter.

Exactly, if the complaint isn't true you have nothing to worry about. If it is; then you should worry. Police will ignore baseless complaint after a while. It's not up to you to confront the person. So just deal with it.

This. In fact, the police are more likely to ignore a legit complaint than to take action on a false one, I bet.
