This is good. The integrity of credit agencies has been compromised and, public trust in them is so abysmal, that they cannot be declared as reliable indicators.
I think you can only change your household size in stances of marriage, divorce, birth or extentuating circumstances like domestic violence, all of which you will have to prove with documents. There's a Marketing Handbook, updated in October 2016, that you should Google and read (don't have the link handy). All of this is explained, and it takes away a lot of the mystery in this process, although it still remains pretty bewildering.
